Job Description and Qualifications

This position reports to Supply Chain Execution manager. There are 2 main jobs a below

1. Work closely with China centralized CSL team, organize and optimize the daily dispatching tasks from pick up to delivery, make sure the deliveries with best customer service level and highest productivity, ensure the transportation activities are in line with AP standards and procedures especially on safety aspect.

2. Response for Putian plant operations include daily filling tankers and tanks assets management.


Nature and Scope

Provides leadership, planning, and management for the Distribution and Operations function in line with business objectives for the LB and MB businesses in Fujian territory . There a ASU plant which was separated to 2 entities. One is CAP which is a JV with our patterner. Another is APPT which is AP wholly owned. This position is responsible for APPT and shall be GM of APPT. APPT include Lin Lox Lar storage tanks ,filling systems and vehicles as well. The position should be responsible for both operations and distribution that under APPT.


PRINCIPAL ACCOUNTABILITIES


Safety and compliance:

  • Dispatching the drivers and fleets to match the order from the CSL. Conduct centralized coordination on the drivers staffing, fleet maintenance and availability, truck loading and products pick up, logistics support such as trip closing, Moby deployment and improvement, trip documents control and GPS monitoring. Work closely with CSL(LB and CryoEase).

  • Be responsible for transportation safety. Support to all distribution terminal team on transportation safety related activities. Setting/monitoring transportation safety plan and check the safety plan compliance. Ensure all safety standards are in line with company standards.

  • Be responsible for Operations safety . Mainly for filling safety.

  • Work closely with E&HS team to improve transportation and operations safety performance.

  • Work with training team to ensure all training to be conducted as annual plan, include driver/escort and fillers . Follow up LOS requirement.

  • Manage 3rd party deliveries. Ensure all contractors’ safety are in line with AP standards.

  • Make sure all drivers/escorts and vehicles licenses comply with government policies and rules.

  • Make sure all operations assets comply with government policies and rules.

  • Make sure all distribution and operations activities comply with both government and AP policies.

  • Develop necessary procedure/SOP/WI for distribution.


Customer service and satisfactions:


  • Has overall responsibility for the delivery execution.

  • Ensures the availability of vehicles and drivers/escorts.

  • Manages the dispatchers to ensure that all deliveries meet the requirements of the company. Assists the Scheduling team in finding satisfactory resolutions for customers, where shortfalls versus the service levels occur, including the checking of all available channels for delivery and liaison with CS Supervisors / Managers to update on the progress of job scheduling.

  • Is constantly aware of KPI requirements and ensures that these are measured on regular basis and feedback provided to team / individuals. Takes corrective action for any potential shortfalls versus targets.

  • maintain good relationship with JV.


Operations Efficiency.


  • Reporting on regular basis to line managers on departmental performance versus key tasks, KPIs and internal / external SLAs.

  • Review processes and procedures on regular basis to verify that these are working correctly and understood.

  • Champion the improvement on distribution productivity.

  • Analysis the fleet efficiency /utilization and improve it.

  • Be responsible for fleet maintenance management.


Teamwork.


  • Maintenance and provision of weekly rotation for all dispatchers, to cover shift requirements.

  • Management of any absence within the team, in line with Company policies. To include ensuring sufficient coverage for shift requirements, completion of return to work paperwork/interview, in the event of sickness, and measurement of attendance and adherence to shift patterns.

  • Delivery of all staff annual appraisals.

  • Execution of regular team meetings to provide information on performance versus key tasks and to handle any team issues / concerns, as appropriate.

  • Management of all general issues relating to team performance, to include communication of information relating to day to day operation and provision of most up to date & accurate information required to perform in line with key tasks & expectations.

  • Work very closely with SAP operations team to keep all assets maintain in good situation.

JOB REQUIREMENTS

  • Bachelor degree minimum, with at least 5 years relative experience.
  • Major in chemical or related.
  • Energetic, Good communication skill, with open and team spirit.
  • Demonstrated knowledge of distribution and fleet maintenance skills and systems.
  • Ability to manage budgets and operational costs analyzing, Knowledge of finance and ISO 9001 preferred
  • Good written and oral English is preferred.
